This is a hard "maybe" for me. Lieutenant Manny Munõz is a Mexican cop character who is used as a sort of racial foil for Stone. Stone is a handsome, white man whereas Manny is a poor Mexican man. Many of Manny's lines could be seen as offensive or misrepresented, but often they cut to the truth of the matter very well for a musical from the 80's. If anything, Buddy is the one misrepresenting anyone, and it is framed as a bad thing.
